Default Budget Code

This is a G/L option in Options Configuration.

If you plan on entering budgets while setting up your Chart of Accounts in the Chart of Acccounts window, enter that budget code. Make sure you set up this budget code in the Budget Code Maintenance window before entering your Chart of Accounts.
